The Ombudsman found that the September 12, 2012 meeting among six of the seven members of the Niagara District Airport Liaison Committee, which is comprised of the mayors and CAOs of St. Catharines, Niagara Falls and Niagara on the Lake, did not violate the Municipal Act. The group met in their capacity as municipal representatives to discuss the Niagara District Airport Funding Agreement, which is a matter that falls within the jurisdiction of Council and not the Committee. However, the Committee failed to provide public notice of its meetings, contrary to the requirements of the Municipal Act.
