The Ombudsman received a complaint about the meeting practices of the Joint Planning Committee (JPC) for the ConnectWell Community Health Centre in the Township of Lanark Highlands. The complaint alleged the JPC contravenes the open meeting provisions of the Municipal Act, 2001 by not holding open meetings, posting public agendas, or recording minutes. In order to be subject to the open meeting provisions of the Act, a body must be a council, a local board, or a committee of either. The Ombudsman’s review found that the JPC is none of these and is therefore not subject to the open meeting rules.
